English followed by une version en français y una versión en español. A recent post—Summer reading—noted, inter alia, that Silicon Valley was a creation of massive United States Defense Department spending on new communications and related technologies.

A month after this piece was published, a prominent election forced me to realize that I had neglected to include an important caveat: some governments are toxic, destructive, exploitative. Serving the imagined interests of a very few, they may oppress the people of other countries or indeed the people of their own country.

More generally, we might say that a large role of government is to protect the interests of the community, of the people as a whole, from the unflagging egoism of individual human beings. Or better: to harness the unflagging egoism of individuals so that it serves the community? Of course this role of government is ever challenged by the fact that government leaders are themselves human beings.

I note this comment on the current situation in the United States which happened to appear in le Réveil du Quartier latin, a Paris student paper, in 1888:

C’est au nom de la Loi que nous vous prions de protester, au moins du cœur, contre des hommes qui veulent sacrifier le Gouvernement et la Constitution de leur pays aux ambitions sans scrupules d’un prétendant sans titres.

It is in the name of the Law that we ask you to protest, at least from the heart, against men who want to sacrifice the Government and the Constitution of their country to the unscrupulous ambitions of an untitled pretender.

A sad reality.

Several months after this piece was published, in an interview with Le Figaro, the French Prime Minister François Bayrou noted: “L’Etat, national et local, est formidable dès qu’il y a crise ou catastrophe. Mais en temps ordinaire, il est ressenti comme un frein, comme inefficace.” Government, at both the national and local levels, is great when there’s a crisis or disaster. But in ordinary times, it is felt to be a brake, to be inefficient. Well said.

What doesn’t the government do for me!

Many people try to avoid paying taxes (here’s a poem!)

There are people and corporations who have more money than they know what to do with,

But they amuse themselves… Is “amuse” the best word to describe how they try not to pay taxes?

And, I confess, even little ol’ me: I have my eye out for ways to reduce my “tax burden.”

Meanwhile, what doesn’t the government do for me!

I’ve come to a beach resort on a train.

A government train, powered by government electricity.

The beach was created and provided with sand (and lifeguards) by the government.

Nearby there’s a beautiful park.

There is an extensive network of bike lanes, and a network of government bikes for rent for a euro or two.

There are government regulations to protect cyclists and pedestrians from motorists, and to protect motorists from other motorists.

As in the city where I live most of the year, here too city workers are digging up the sidewalks to improve the distribution of natural gas, to plant more trees, to improve the pavement.

I am only scratching the surface of what the government does for all of us.

A great deal of tax money goes to defending the country and individuals from those who would try to take what we have, what we enjoy.

Are these armed forces sometimes used maliciously or to help us viciously exploit the labor of the less powerful? Yes, certainly, and this is horrible, at times murderous.

But I, for one, would rather not be undefended, and I am glad that all I have to do in this regard is pay taxes. I’ve never served in the armed forces, never owned a gun or wished to.

Nor do I wish to go on too long here. But . . . clean water supply, sewers, garbage disposal, street cleaning, funding scientific and medical research,

Education: would that the government was spending more money on that!

Yes, the government could do a better job; it should make more efficient use of the taxes we pay,

But, for example, I expect to post this poem on the Internet, a resource developed with massive government funding. I will make my way back to my hotel with the help of GPS, a resource developed with massive government funding.

Qu’est-ce que le gouvernement ne fait pas pour moi !

Beaucoup de gens essaient d’éviter de payer des impôts (voici un poème !).

Il y a des gens et des entreprises qui ont plus d’argent qu’ils ne savent en faire,

Mais ils s’amusent – est-ce le verbe qu’il nous faut ? – à ne pas payer d’impôts.

Et même le petit vieux que je suis : je cherche à réduire mon « fardeau fiscal ».

En attendant, qu’est-ce que le gouvernement ne fait pas pour moi !

Je suis venu en train dans une station balnéaire.

Un train du gouvernement, alimenté par l’électricité gouvernementale.

La plage a été créée et dotée de sable (et de sauveteurs) par le gouvernement.

Un magnifique parc se trouve à proximité.

Il existe un vaste réseau de pistes cyclables, un réseau de vélos gouvernementaux à louer pour un euro ou deux.

Il y a des réglementations gouvernementales pour protéger les cyclistes et les piétons des automobilistes, et pour protéger les automobilistes des autres automobilistes.

Comme dans la ville où je vis la majeure partie de l’année, ici aussi les employés municipaux creusent les trottoirs pour améliorer la distribution du gaz naturel, pour planter davantage d’arbres, pour améliorer le revêtement.

Je ne fais qu’effleurer la surface de ce que le gouvernement fait pour nous tous.

Une grande partie de l’argent des contribuables sert à défendre le pays et les individus contre ceux qui essaieraient de prendre ce que nous avons, ce dont nous jouissons.

Ces forces armées sont-elles parfois utilisées de manière malveillante ou pour nous aider à exploiter vicieusement le travail des moins puissants ? Oui, certainement, et c’est horrible, parfois meurtrier.

Mais pour ma part, je préférerais ne pas être sans défense, et je suis heureux que tout ce que j’ai à faire à cet égard, c’est de payer des impôts. Je n’ai jamais servi dans les forces armées, n’ai jamais possédé d’arme à feu, ni souhaité en posséder un.

Je ne souhaite pas non plus m’étendre sur ce sujet. Mais… Approvisionnement en eau propre, égouts, élimination des déchets, nettoyage des rues, le financement de la recherche scientifique et médicale,

De l’éducation : si seulement le gouvernement y consacrait plus d’argent !

Oui, le gouvernement pourrait faire mieux ; il devrait utiliser plus efficacement les impôts que nous payons,

¡Qué no hace el gobierno por mí!

Mucha gente intenta evitar pagar impuestos (¡he aquí un poema!).

Hay personas y empresas que tienen más dinero del que saben qué hacer con él,

Pero se divierten -¿es esa la palabra correcta? – intentando no pagar impuestos.

E incluso el pequeño viejo yo: Estoy atento a la forma de reducir mi «carga fiscal».

Mientras tanto, ¡qué no hace el gobierno por mí!

He llegado a un balneario en tren.

Un tren gubernamental, propulsado por electricidad del gobierno.

La playa ha sido creada y dotada de arena (y socorristas) por el gobierno.

Cerca hay un parque precioso.

Hay una extensa red de carriles bici, y una red de bicicletas del gobierno para alquilar por un euro o dos

Hay normas del gobierno para proteger a ciclistas y peatones de los automovilistas, y para proteger a los automovilistas de otros automovilistas.

Como en la ciudad donde vivo la mayor parte del año, aquí también los trabajadores municipales están desenterrando las aceras para mejorar la distribución del gas natural, para plantar más árboles, para mejorar el pavimento.

Sólo estoy arañando la superficie de lo que el gobierno hace por todos nosotros.

Gran parte del dinero de los impuestos se destina a defender al país y a las personas de quienes intentarían arrebatarnos lo que tenemos, lo que disfrutamos.

¿Se utilizan a veces estas fuerzas armadas con malicia o para ayudarnos a explotar vilmente el trabajo de los menos poderosos? Sí, ciertamente, y esto es horrible, a veces asesino.

Pero yo, por mi parte, preferiría no estar indefenso, y me alegro de que lo único que tenga que hacer en ese sentido sea pagar impuestos. Nunca he servido en las fuerzas armadas, nunca he tenido un arma, ni deseo tenerla.

Tampoco deseo extenderme mucho sobre este tema. Pero… Suministro de agua limpia, alcantarillado, eliminación de basuras, limpieza de las calles, financiar la investigación científica y médica,

La educación: ¡ojalá el gobierno gastara más dinero en eso!
